Fixing that would cost less than a new set. Then what you need to do is fit some old tire rubber so it's off the paving. From what I see a few 114 X 38's should do the trick.
Half linseed oil and half turps mixture,1:1 should see it through this winter.
Dont still sand it down just clean it with soapy water leave for a day or two and brush on.
Find a worn out coil. See what's the best way to open it. A small clamp or vice grips sometimes work lekka to keep it in place while you persuade to open.
