Have you clicked on the new thread box at the top on the right of the sub topic menu?

I haven't got a topic menu, only home left then forum

You have to click on a sub-forum below and then on the post new thread button at the top

To be more specific pick a forum topic i.e. High wattage devices.Click on and next page will be sub topic page listing various threads. At the upper right you should notice a box labeled Post new thread.Click to start new thread.
