IMPORT EXPORT LAWS FOR ELIQUID TO THE USA AND UK

Just wondering if anyone can help me or direct me to the right place.
I am looking for info on what regulations the USA and UK have on importing and exporting liquid.

I have heard that it can be done without nic, but I am not really sure?
